1. Financial Statement Auditing Service
Project Location: Torrance, CA
Proposal Due Date: January 30, 2026
Estimated Bid Value $150000
The City of Torrance desires the auditor to express an opinion on the fair presentation of its financial statements in conformity with generally accepted accounting principles. The auditor is not required to audit the supporting schedules contained in the Annual Comprehensive Financial Report (ACFR). However, the auditor is to provide an “in relation to” report on the supporting schedules based on the auditing procedures applied during the audit of the financial statements and the combining and individual fund financial statements and schedules. The auditor is not required to audit the statistical section of the report.
The City of Torrance Finance Department will draft and prepare all the financial schedules, notes to financial statement, introductory section, other supplementary information, and statistical section of the ACFR. Changes resulting from the review process of the draft report will be made by the Finance Department. The auditor will provide the Financial Section page of the ACFR. Upon receipt of the signed Independent Auditor’s Report (Financial Section), the City’s General Services Department will print the ACFR. (If the Proposer is interested in providing a proposal for ACFR compilation service, please refer to the Optional Scope of Work section.)
The City of Torrance also desires the auditor to perform a “Single Audit” of the City of Torrance. The City will provide to the auditors the Schedule of Expenditures of Federal Awards encompassing all direct and pass-through federal funds received by the City. The auditors will print and bind the Single Audit Report.
In addition to the audit of the City’s ACFR and the Single Audit Report, the auditor will express an opinion on the fair presentation of the Air Quality Management District Fund (AQMD), Torrance Successor Agency, Measure W Fund (Safe, Clean, Water program), Interoperability Network South Bay (INSB) Fund, Measure SST Fund. Each proposer shall also submit a cost to complete additional Fund stand-alone audits at the request of the City. The City of Torrance Finance Department will draft and prepare the financial statement schedules and notes of the basic financial statements. Changes resulting from the review process of the draft report will be made by the Finance Department. Upon receipt of the signed independent Auditor’s Report, the City’s General Services Department will print the individual reports.
The auditors will assist the City and complete the submission of the State Controller’s Office Cities Financial Transactions Report.
The auditor is also requested to perform agreed-upon procedures to test and report on the City’s Gann Limit.
Terms:
The City of Torrance is requesting proposals of qualified firms of certified public accountants to audit its financial statements for years ending June 30, 2026, 2027 and 2028 with two (2) additional one-year term optional extensions.

2. Janitorial, Grounds and Landscape Maintenances Services in Siskiyou County

Project Location: Sacramento, CA
Invitation For Price Quote (IFPQ)
Contractor shall provide all labor, supplies, materials, equipment, tools, travel, and incidentals necessary to perform janitorial service, graffiti removal, grounds maintenance, monitoring water system, and landscape services, to the California Department of Transportation (Caltrans) located in Siskiyou County.

3. MEAD VALLEY WELLNESS VILLAGE MENTAL HEALTH URGENT CARE SERVICES
Project Location: Riverside, CA
Proposal Due Date: February 25, 2026
The County of Riverside Purchasing Department on behalf, Riverside University Health System – Behavioral Health, herein after referred to as “COUNTY” or “RUHS-BH”, is seeking proposals from interested and qualified organizations and agencies to provide 24-hour Peer to Peer Mental Health Urgent Care Services at the Mead Valley Wellness Village, to provide services to persons’ age 5 and above, including youth, adolescents and transitional aged youth, adults, and older adults.
Due to the time-sensitive nature of this project, this facility is projected to be operational by the awarded bidder by January 1, 2027, contingent upon the date of contract award and licensing of the facility.
BACKGROUND
Historically crisis services have been provided at either Emergency Treatment Services or Hospital Emergency Rooms. RUHS-BH clinics and contract providers provide outpatient, inpatient, and residential behavioral health treatment services to residents of Riverside County. This has been a seamless system of care enabling County residents to access mental health services in all regions of the County. We would like to maintain and expand this coordinated system of care by providing behavioral health crisis stabilization services in the form of a Mental Health Urgent Care (MHUC), at the Mead Valley Wellness Village in Perris, CA which will provide treatment to youth 5 and above, transitional young adults, adults, and older adults.
Mental Health Urgent Cares are intended to provide an enriched peer-to-peer community-based alternative to psychiatric hospitalization based on the Recovery Model of values and principles for children, youth and adults experiencing acute psychiatric episodes with or without co-occurring disorders including substance abuse.
Services will be provided for up to 24 members at a given time in 2 units of 12 with adults and youth each having their own area of comfort 24 hours a day 365 days a year (24/7).

4. Ongoing Janitorial Services
Proposal Due Date: January 16, 2026
Project Location: McClellan Park, CA
The Department of Parks and Recreation (DPR) Statewide Program Support Center (SPSC) is seeking a qualified contractor to provide janitorial services on an ongoing basis. Service consists of daily, weekly, bi-weekly, monthly, bi-monthly, quarterly, and yearly janitorial services to 92,000 square feet of facility restrooms, breakrooms, office spaces, lobby, reception desk, hallways, training classrooms, kitchenettes, windows, outdoor seating areas, and floors, as further detailed in the Scope of Work. Contract Term: 36 months (3 years) from Notice to Proceed Work Performance Period: 36 months from Formal Start Work Date.

5. Hillside Drive Reconstruction
Proposal Due Date: 1/14/2026
Project Location: Celina, TX
The construction project includes:
The Hillside Drive Reconstruction Project consists of the repaving of approximately 2,900 square yards of 9-inch concrete pavement. Additional items include approximately 944 linear feet of water pipe installation, 870 linear feet of sanitary sewer pipe, drainage improvements, grading, culvert replacement and associated appurtenances.
Budget Estimate: $900,000.00

6. LA Civil Rights Accounting Assistance L.A. REPAIR TOS
Project Location: Los Angeles, CA
RFQ Bid Proposal Due Date: January 26, 2026
Estimate Value of Contract: $208,862.93
This Task Order Solicitation is issued by the City of Los Angeles Civil, Human Rights and Equity Department (LA Civil Rights) under the authority of the Office of the City Controller’s master agreements for as-needed audit, review, and consulting services. The provision of services under this Task Order is governed by the terms and conditions of the Contract issued under Audit Review Consulting and Related Services.
LA Civil Rights seeks to engage the services of a qualified firm to perform monthly audits and reports verifying expenditures for up to 20 nonprofit organizations granted City funding.

7. On-Call Internal Audit Services
Project Location: Yolo County, California
RFQ Proposal Bid Due Date: February 5, 2026
The County of Yolo seeks to establish a list of up to three qualified firms to perform audit services which may consist of, but not limited to performance audits, compliance audits, information system audits, internal control reviews, and agreed upon procedures as outlined in this Request for Qualifications (RFQ).
These audit services will not include the County’s financial statement audit.

8. Pressure Washer Replacement
Project Location: Stockton, CA
RFP Proposal Bid Due Date: February 4, 2026
The Contractor shall furnish all labor, equipment, materials, permits and fees necessary for the Pressure Washer Replacement
Work to include: The Contractor shall provide all labor, materials, equipment, permits and supervision to replace two existing hot water pressure washers at two separate facilities on the National Guard Stockton Campus with new equipment, utility connections, testing, and 36 months of semi-annual, and annual maintenance services at both facilities. All work shall be in accordance with the terms, conditions, and requirements of this Invitation
MUST attend the mandatory pre-bid job walk on 1/14/2026, at 11:00 AM Arrive at least 15 minutes early and bring business cards. Failure to arrive at the designated meeting location by the scheduled start time may result in disqualification from submitting a bid.
The prime contractor MUST possess a type C-36 - Plumbing Contractor license and/ or B General Building subcontract to one.
